As a Senior Planning Project Manager, David leads the development of complex airport planning and environmental projects. He has been a key contributor to FAA Runway Safety Action Team solutions and crafted design alternatives for FAA Runway Incursion Mitigation programs. His insight into airfield design will be used in updating Airport Layout Plans, preparation of Airport Master Plans, and tackling challenging issues for our clients.
When David joined Armstrong in 2021, he brought over 40 years of professional planning experience. He has led the preparation of over 50 Airport Master Plans and 150 Airport Layout Plans. Client airports have ranged from mountain airstrips to major hub international airports. Although his airport clients are concentrated in California, Nevada, and Oregon, he had led projects are far east as North Carolina, as far north as North Dakota, and as far west as Saipan in the western Pacific. During his first year with Armstrong, his work included the preparation of Federal environmental documents for airports in Arizona, California, Nevada, and New Mexico.
