As part of a program to provide C-130J-30 aircraft to the Iraqi Air Force, Armstrong worked with Lockheed Martin to reconfigure a 250,000 sq yd aircraft parking apron at Al Muthana Air Base in Baghdad, Iraq. The plan included developing a parking plan that accommodated 18 C-130J-30 aircraft and 2 transient corporate jets with revetments between each parking spot. The plan provided standard width taxilanes to provide access to large maintenance hangars and to provide circulation entering and exiting the parking spots. The parking spots were configured to allow through taxing of C-17 aircraft on the adjacent parallel taxiway. The plan was coordinated through senior Iraqi Air Force leadership and the construction was carried out by local, host nation contractors.
