Since 2012, Armstrong has been the designer and planner on the project team for recent Cheyenne Air National Guard Airport improvements. Projects included a full airside facility master plan for the WYANG side of the Cheyenne Airport and phased design and construction plans for rehabilitation and expansion of the WYANG main apron.
The objectives of the Facility Master Plan included the evaluation of the existing deficiencies and developed facility recommendations in order to accommodate the existing activity as well as projected growth. The facility is home to the Wyoming Air National Guard C-130 Unit. An inventory of the facility was completed followed by the development of a needs survey. Key stakeholders for the facility were identified and sent the needs survey for input. Several meetings were conducted with the stakeholders to assist in the development of a needs assessment. The future facility development layout plan was completed based on the needs assessment and recommendations provided by the Air National Guard guiding documents. Cost estimates were generated for the future development plan. The Facility Master Plan was presented to the Air National Guard and was approved future development.
The 153rd Airlift Wing required a 20,000 square yard aircraft parking apron expansion in order to provide a total of eight parking spots capable of accommodating C-130J-30 aircraft, as well as to provide standard paved shoulders and a dedicated firefighting access lane. The design for the expanded apron incorporates surface and subsurface drainage, including construction of a new detention pond to mitigate offsite flooding that currently occurs during major precipitation events. In addition to the drainage improvements, the project also includes water and electrical infrastructure improvements, reconfiguration of the apron area lighting, and anti-terrorism/force protection measures.
Approximately 11,000 square yards of concrete pavement on older portions of the aircraft parking apron was experiencing alkali-silica reactivity (ASR) issues and required reconstruction. As part of the design effort, an extensive analysis was performed to determine whether full-depth removal/replacement or a bonded concrete overlay was a more appropriate solution, taking into account the impacts construction would have on aircraft operations. Ultimately the full depth removal/replacement option was selected, and a detailed construction phasing plan was developed to minimize the impacts of the construction on aircraft operations.
