AIRPORT OVERVIEW

Armstrong Consultants has been working with the City of Grants for 30 years! Our partnership began in 1989 and since then, we have completed numerous AIP projects, highlighted below. The loyalty between the City and Armstrong has lead us as a team to grow and improve the airport into what the City has envisioned over the course of our tenure. In 2017, the airport received the New Mexico Most Improved Airport of the Year award at the New Mexico State Aviation Conference.

AIRPORT ACTION PLAN

NMDOT had designated Grants-Milan Municipal Airport as a Gateway airport. Gateway airports are those airports that are deemed critical to business and access objectives of the state. The 2003 New Mexico State Airport System Plan had specific requirements for Gateway airports and placed a priority on conforming Gateway airports to meet those standards.

With that mandate, Armstrong recommended development to accommodate existing and future aviation demand, which included meeting the existing and future B-II Airport Reference Code (ARC) development requirements. The development alternatives consisted of two Landside Alternatives, both of which provided for additional aircraft parking for large and small B-II aircraft, hangar development and a new FBO/Terminal facility.

ENGINEERING SERVICES

APRON PAVEMENT MAINTENANCE

This project consisted of performing pavement maintenance on the parallel Taxiway A and main apron pavements. Markings were removed and cracks were routed out, cleaned, and filled with crack seal. Following the crack seal, a rejuvenating seal coat was applied, pavement markings will be repainted and Type I, Gradation A glass beads were applied.

RUNWAY SAFETY AREA GRADING

The areas surrounding the runway had experienced excessive erosion, creating a safety hazard at the airport, as well as leaving the potential for future problems with the asphalt on the runway deteriorating. The work entailed bringing in new earthwork materials, re-grading the area, and placing cellular confinement erosion control to mitigate future erosion problems.

FUEL SYSTEM DESIGN

This 2008 project involved the replacement of an existing avgas and Jet-A fuel system that did not meet current standards. New aboveground double-wall steel storage tanks and fuel dispensing apparatuses were installed at the same location as the old system. Improvements at the site included premanufactured equipment including a 12,000-gallon avgas system and a 12,000-gallon Jet-A system with concrete support pads, dispensers, overwing nozzles, hose reels, a credit card reader, area lights, protection pipe bollards, and ground surfacing within the bollards line (concrete and washed rock). Fuel storage and dispensing systems included all safety and control features in accordance with recommended practices from the American Petroleum Institute / Energy Institute.

AWOS III

This project involved two phases. Schedule I involved the installation of the new AWOS III-P/T system, located approximately mid-field at the airport. This included all necessary trenching, conduit, power cable, sensors, and system commissioning. Schedule II involved the rewiring of the existing Beacon and Windcone. This includes all necessary trenching, conduit, power cable, sensors and cut-offs.

RUNWAY 13/31 RECONSTRUCTION

The construction of Runway 13/31 included asphalt, basecourse, and subgrade removal to a depth of 19 inches. Armstrong designed the subgrade, basecourse, and pavement markings. Runway 13/31 was constructed to be 75’ x 7,172’. Based on the approved ALP, the appropriate Airport Reference Code (ARC) for this project was B-II. The pavement geometry design was in accordance with FAA standards. Shoulder grading was required and Runway Safety Areas were improved to account for final runway grading. A Medium Intensity Runway Light (MIRL) system was bid in a separate schedule. The previous lighting system was a stake mounted and direct burial system. The new system consists of LED edge lights on cans and wire in conduit.
