PERIMETER FENCE

This project consisted of developing the design and performing construction period services for the installation of 29,805 linear feet of perimeter fencing around Minden-Tahoe Airport. The primary goals for the project were to prevent wildlife incursions into the airport operations area and to discourage unauthorized access to the airfield by people or vehicles. Automated gates were also installed at select locations to provide controlled access to various areas of the airport. The new gates are controlled by a new centralized control system that operates through use of airport-issued badges.  At access points where vehicular and/or pedestrian traffic are more intermittent, manual gates with mechanical locks were installed, significantly enhancing the safety and security of the airport.

EAST SIDE APRON

Armstrong developed a design to rehabilitate and expand the Glider Staging Apron on the airport’s Eastside. Rehabilitation included reconstructing the existing apron. The expansion portion of the project included constructing a 310 by 445 foot  area to increase the capacity of the existing apron. The reconstruction of the existing apron is currently underway.

RUNWAY, TAXIWAYS AND APRON REHABILITATION

Armstrong completed two routine pavement maintenance projects throughout the airport. The first project, bid in 2017, included crack sealing, fog sealing, and remarking Runway 12/30 and Taxiways B and S. The project also included repairing a section of failed pavement on Runway 12/30. Due to FAA funding shortfalls, Taxiways B and S were not awarded and instead deferred to the 2018 project. This consists of performing pavement maintenance on Runway 16/34, various taxiways, and the heavy ramp east of the airport terminal building. A fast cure fog seal has been specified to allow work on Runway 16/34 to occur at night, so the runway can be reopened each morning for daytime operations.

RUNWAY LIGHTING AND PAPIS

This project replaced all of the hardware components associated with the existing MIRL system with new components and upgraded the system to a High Intensity Runway Lighting (HIRL) system which included new high intensity runway edge and threshold lights, new medium intensity taxiway edge lights for the portion of Taxiway A2 currently lighted, new lighted guidance and distance remaining signs, and vault equipment (regulator, circuit panels, transformers, radio controllers, etc.). The field investigations conducted during the preliminary design phase determined that the existing underground ducting and splice bases needed to be removed and replaced. A new main electrical service was installed in the vault building, and the service and associated panels were sized to accommodate the existing, new, and future lighting systems. All existing electrical components in the vault building were removed and the interior painted prior to the installation of the new components. New Taxiway identification signs were installed at all of the existing taxiway intersections on Runway 16/34. A new LED REIL system was installed on both ends of Runway 16/34.

GLIDER STAGING APRON

This project includes developing a design to rehabilitate and expand the glider staging apron near the 30 end of Runway 12-30. This apron expansion increases the staging area available for gliders, allowing more gliders to safely stage prior to being connected to a tow plane. The project also includes rehabilitating the existing glider staging area, as the pavement has reached a point where cracks and surface defects are beginning to impact aircraft/glider operations. The staging area expansion will be approximately 310 feet x 445 feet. Due to the unique nature of glider operations, specialized pavement markings are being developed and coordinated with the FAA ADO to provide proper runway incursion mitigation while taking into account the special needs of gliders. An in-depth geotechnical evaluation was completed to establish the most appropriate/economical approach to restoring the pavement to a usable condition. A construction safety and phasing plan will be developed to minimize the impacts of this project on the operations of Runway 12-30.

CONSTRUCT TAXIWAY Z

This project includes the construction of a new partial parallel taxiway (Taxiway Z) on the east side of Runway 16/34 and three connector taxiways. The primary use of this taxiway is to provide access to/from the new hangar development area being developed on the east side of the airport. The asphalt pavement section is being designed to support aircraft weighing up to 150,000 lbs DWG, in anticipation of the area being utilized by large corporate aircraft and BAE146 and C-130 firefighting aircraft. Due to the large scale of the project, the design included extensive grading and drainage elements, including a large-scale drainage study to properly size the large box culvert required under the taxiway. Due to funding constraints, only a portion of the southern half of the taxiway and one connector taxiway was funded during the first phase of construction. The second phase of construction, which was funded through a FY20 AIP supplemental grant, included the remaining portion of the southern half of the taxiway, and a portion of the northern half of the taxiway. The final phase of construction will include the remainder of the northern half of the taxiway and two connector taxiways, and is anticipated to be constructed in FY22. Because it is anticipated that large portions of the parallel taxiway will connect directly to future aircraft parking aprons, retroreflective taxiway edge markers are being installed in lieu of taxiway edge lights. The construction cost for Phases 1 and 2 totaled $5.8M, and the estimated cost for Phase 3 totals $2.3M. In addition to providing design and engineering services, Armstrong also provided construction monitoring and management services for this project.
