Monticello Airport has been an Armstrong client since 2005. The airport was moved and rebuilt beginning in 2009 and was reactivated in 2011. Since then, we have completed numerous AIP projects, a few of which are outlined below.

One of the primary objectives of an airport planning study was the determination of future development requirements for the airport, including the airfield, terminal areas, and all other areas within the airport property boundaries. The focus of the study was to evaluate airport development options capable of meeting Monticello’s needs. The report evaluated: Existing Facilities, Airport Reference Code, Forecasts of Aviation Activity, Airside Requirements, Landside Facility Requirements, Land Use Compatibility and Control
The original Monticello Airport had several deficiencies including the lack of meeting FAA design standards in an economically and environmentally feasible manner. As a result of these issues, the airport could not effectively provide safe and efficient aircraft operation which placed the community at a significant disadvantage. Recognizing the inability of the existing location to accommodate upgrades needed to meet FAA design standards, Armstrong completed planning for a new airport site directly to the east of the airport. At the conclusion of initial planning, Armstrong moved forward with the preparation of an Environmental Assessment for the construction of a completely new airport. Special considerations were taken as the new site was relatively undisturbed by physical structures. This included significant evaluation of biological and cultural resources to ensure these features would either be unharmed or mitigated in a manner that does not disturb the environment. Today, Monticello is now served by a new airfield which is able to meet existing FAA design standards and accommodate future growth and receive FAA Funding for capital improvement projects.
In 2009, Armstrong worked with the city of Monticello to start building a new airport. This project consisted of construction of an entire General Aviation airport facility. A 6,000 foot by 75 foot runway, parallel taxiway, and apron terminal area were constructed in phases. The drainage patterns and land slopes generally perpendicular to the runway alignment fall approximately two percent downward from west to east.
The new Monticello airport required many projects. In 2010, Armstrong completed:
• Runway 16/34 Paving and pavement marketings
• Apron and connecting taxiway paving and pavement markings
• Highway 191 widening improvements
• Access road and parking lots paving
• Re-sign and remark highway 191 access road entrance
• Electrical power system
• Runway 16/34, connecting taxiway, and apron lighting and navigational aids

The project consisted of the construction of a 80 foot by 40 foot pre-engineered metal building. Two storage bays were developed in the building. It is heated with propane unit heaters and served with electricity. Stubs for sanitary sewer and water for a rest room was provided and connected to the septic tank. The building had finished concrete floors and drained into a holding tank outside the building. A paved driveway was also constructed to provide equipment access from the apron area to the building.
This project consisted of constructing a 22,500 lineal feet of 8 foot wildlife fence around the perimeter of the airport. A portion of the fence surrounding the airport access road was constructed of 8 foot chain link fence in order to satisfy aesthetic requirements while maintaining the purpose of helping to protect airport property from wildlife. The fence contained multiple access gates to facilitate future expansion access and meet requirements.
Armstrong expanded the apron for aircraft fueling. The new apron provided a space for aircrafts to be refueled near the storage and dispensing tanks without blocking the taxilane. The apron adjoins the western edge of the existing apron, and is approximately 240 feet long by 43 feet wide. This project also included the relocation of fuel system emergency stop switches and the addition of one apron area light.
This projects consisted of constructing a service road outside the airport perimeter fence for fuel transport vehicles to deliver fuel to fuel farm without the need to drive on the aircraft apron pavements. The road was designed to accommodate one-way access by tractor-trailer delivery vehicles entering from the existing airport access road and subsequently backing the trailer through the existing access gate between the fuel tanks.
