Roswell Air Center has been an Armstrong client since 2008. Since then, we have completed numerous AIP projects, a few of which are outlined below.

In 2012 Armstrong completed an Airport Master Plan for the Roswell Air Center. The master plan included the evaluation and recommendations for future airside and landside development. The Airport Master Plan includes future capital development projects over a 20-year period. The master plan included the completion of an Airport Layout Plan drawing set depicting the recommended developments for the airport.
The Roswell Air Center is a dynamic Part 139 airport with commercial service and an extensive industrial park complex. Additionally, the airport is used by a number of aircraft manufacturers for flight testing and research. All of these components make the Airport Layout Plan important in planning, organizing, coordinating, and executing the many improvement projects.
The City of Roswell entered into a Terminal Building Evaluation Study for the Roswell Air Center. The study will involve the preparation of an aviation demand forecast to validate the proposed terminal building size and configuration. The effort includes an inventory of visible components of the terminal building in order to develop alternatives for future development. These alternatives will evaluate the demand forecasts for aircraft, passengers, and vehicles. The study will also encompass the preparation of planning level cost estimates for each alternative.
Taxiway K was relocated and is now 35 feet wide and approximately 1,300 feet long. In its previous location, Taxiway K encroached the Runway Object Free Area and Runway Object Free Zone for Runway 3, which did not meet FAA design standards.
Armstrong coordinated the project with all FAA lines of business in order to ensure the project was completed with minimal impacts on the airport.
The new intersection between Taxiway B and Taxiway K required that existing Taxiway lights be adjusted. Taxiway B identification signage was included. New signage and marking were incorporated into the project to meet current FAA standards. The sign and marking plan was also updated and submitted to the Airport and FAA Part 139 inspector to be included in the Airport Certification Manual.
Roswell Air Center is a 4,600-acre facility that was formerly the home of Walker Air Force Base. Armstrong has helped this FAA Part 139 certificated airport obtain more than $18 million in funding from the FAA. Throughout the past eight years, Armstrong has assisted with the preparation of the CIPs and ODOs with airport personnel. Armstrong has also assembled federal and state grants for the City, which we review annually with stakeholders to maximize available funding.
The most recent project consisted of three phases of construction of Runway 3-21 (13,000-foot long, excluding the existing 100-foot keel section). Armstrong was responsible for the design and construction oversight of all airfield pavement improvement projects. The outer 25 feet of the asphalt runway on each side was reconstructed to be a 17-inch concrete pavement section. Concrete pavement was also added to Taxiway B on both ends of the runway to allow for the taxiway centerline entrance to Runway 3 to meet current FAA design standards. The same design was completed with Taxiway D, E, and F. Taxiways B, D, E, and F lights and signs were also relocated to meet current FAA design standards. The Taxiway B, D, E, and F centerlines from the hold bars to the runway were remarked and Type III beads applied. Enhanced taxiway centerline markings, surface painted hold signs, and hold bars at Taxiways B and F are thermoplastic markings which minimize painting maintenance.
One of the challenges we faced during this project included a severe winter storm that occurred during the latter part of December 2015. The storm produced more than three feet of snow and halted construction for the season. The storm paralyzed the City of Roswell. Our contractor’s heavy job site equipment was used to clear the snow from city streets. Construction resumed in late January. Even with uncooperative weather, the project was completed on schedule and within budget.
The service and responsiveness that we receive from Armstrong Consultants far exceed the service we have received from our previous New Mexico consultants. You would think that because [other consultants] were local they would provide a higher level of attentiveness, but Armstrong’s service is superior to any firm we have dealt with.
