Mike Dikun, C.A.E, C.M, as a value-added service, provides consultation on anything related to your airport. Mike has over 25 years of experience managing general aviation and small commercial service airports and is a subject matter expert on topics such as airport operations, tenant relations, stakeholder outreach, managing community expectations, and airport guiding documents.  If you have an idea for your airport or are dealing with a particularly challenging situation, Mike is here to listen and provide expert guidance to effectively manage your matter.

Judd Hill, C.M., as a value-added service, provides consultation on anything related to your airport. With his experience as the Airport Director at Canyonlands Field in Moab, Utah, where he oversaw years of airport growth, resulting in an ARC upgrade, the start of scheduled jet service, and a terminal building expansion, Judd will be a valuable resource to AIA as you continue down the path of growth. Upon your request, Judd will use his experience managing general aviation and small commercial service airports to provide knowledgeable guidance and advice to you. Kem Moen, A.A.E., C.A.E., is involved with providing existing airport clients with the benefit of his 44 years of aviation and airport management experience, while working to develop new clients for the recently established Reno, Nevada office. Mr. Moen has experience in all spheres of airport operations, airport security and airport administration. Responsibilities include FAA regulatory compliance and sponsor assurances, airport budgets, business development, tenant relationships, management of airport construction projects, airport contracts, use permits and leases. Mr. Moen has demonstrated success in airport development and improvement, administration of FAA AIP Grant program, project management, enhancing airport revenues and business development, improving operational safety and establishing positive airport / community relations.

Subjects they are utilized for include:

• Comprehensive understanding of Airport Certification Manual requirements and development
• Aircraft rescue and firefighting (ARFF)
• Airport revenue generation and expenditures, other budget and finance needs
• Relationships and coordination with local, state, and federal elected officials, stakeholder outreach and managing community expectations
• Non-federal funding opportunities

Armstrong regularly coordinates and establishes full DBE programs for our clients and prepares documents outlining yearly project goals. Armstrong will coordinate the effort to ensure non-discrimination for the contract from award to administration.

• Complete yearly achievement reporting on all of our NPIAS Airports
• Regularly attend the Annual FAA Civil Rights Convention to stay on top of changes and updates to the program
• Foster a positive relationship with the FAA DBE Compliance Specialists in each Region
• Track on-going payments to DBEs on all projects
• Identify and pursue local DBE firms for participation in design, construction, and planning projects
• Review goals and accomplishments over the past three years for FAA-funded projects
• Determine availability of DBE firms in the market area and use past award information to reflect expected DBE participation
• Break out race-neutral versus race-conscious actions. This is dependent on past years’ accomplishments and records.
• Review other information sources such as the state DBE Directory

Erik will be your finance department’s best friend. Every state and federal grant has its own unique technicalities and Erik is the expert at making sure your FAA AIP and State funding requests are calculated and submitted correctly. Every grant reimbursement request will be created by Erik and sent to you for approval, signature, and submittal.

For your projects, Erik will coordinate:

• Grant Troubleshooting
• FAA SF 271 Form – with every request
• FAA SF 425  – annually and at end of each project
• Invoice summary showing all activity up to date – every invoice
• CDOT Aeronautical Payment request worksheet – for upload into WIMS

Having confidence that all grant paperwork is done properly and an expert to call when issues arise is a great benefit to any City’s finance department. We truly are an extension of your staff. 

Finally, at the end of your projects, we will complete the final report that will include a financial section that will detail every invoice, payment transaction, and the zeroed out grant balance. If any discrepancies do occur, Erik will assist in the reconciliation and closeout.

Our project coordinators work behind the scenes to edit technical specifications, assist in drafting grant applications, coordinate project advertising, upload project information to website, develop and coordinate contract documents, assist project closeout & bidding, and update grant paperwork.

 

Our Territory Managers will provide in-person communication during onsite visits and airport meetings. They will be an extension of your staff for miscellaneous requests, marketing, and community outreach support.
